Richard Barrett is a former code breaker working as a member of the Law Enforcement Agency known as Nemesis.
Born in 1938 in Salisbury, Wiltshire, Richard graduated to Nemesis from the United Nations security personnel. An easy going personality, Richard is the team's thinker and strategist, offering a comprehensive knowledge surrounding various diverse subjects. His background as a cypher expert was revealed in the episode The Gilded Cage. 
He has the intelligence and skills which we expect from a Champion but he is also quite sly, a devious cleverness which is much more subtle than the other two. Often, Richard is the one who will face death with a smile and a witty remark.
Although Richard is the most lighthearted and funny of the three, he is extremely tough and can be very hard to his enemies. He does not hesitate in using force or deceiving his foes, lulling them into a false sense of security while quietly working out his plans in his mind, ready to strike when the time is right. That time is usually when his companions join him, combining as a team to close a case.
He is a Roger Moore type, who you believe with out a doubt that his clothes are the best available and he eats from the finest restaurants. But he's not a snob, though he certainly has though qualities, he is someone who understands everyone, but chooses the more refined, proper British style of life and manner. 
According to the Fan Fiction story 'The Revival' by Robert Mirnik, Richard later married Smantha, the woman he met during The Gilded Cage. Their son James would later become a Nemesis agent, by which time Richard had replaced Tremayne as head of Nemesis.
